A seminar on Fundamental Right to Education - Legality And Reality was organised at Muslim Institute Hall by Saket, a south Kolkata-based public charitable trust. The programme comprised debate, quiz, career counseling but the highlight was a presentation where volunteers of the trust, put down their findings as far as primary education was concerned, in south Kolkata wards 59 and 66. The volunteers had surveyed the slum areas of these wards and found out that fundamental right, according to Article 21-A of the Indian Constitution, which says, “The state shall provide free and compulsory education to all children of the age six to 14 years in such manner as the state may, by law, determine”, was being grossly violated.
The objective of the survey was to send a message to the government about the huge number of under-privileged children in these areas and the ghastly inadequate number of schools. “The population in the age group of six to 14 years in wards 59 and 66 is 33,800 and 52,000, respectively. Every year, 3,250 children of ward 59 and 5,000 children of ward 56 need to be admitted to schools but the number of government schools in wards 59 and 66 is only four and six, respectively.”
Among the guests present on the occasion was Justice Ruma Pal, former Supreme Court judge Ahmed Saeed Malihabadi, member of Parliament, Rajya Sabha and MP Md Salim. When asked if the survey indicated failure of the state government, Md Salim, refused to comment. “I do not comment off the cuff and besides I arrived late and missed the presentation.” ...
